Maybe if you were a bit more specific, I could answer you.
When a solicitor treats you badly, or when a shopkeeper treats you badly, or when your insurance agent treats you badly, you stop doing business with them. If you are asking if there is some law that requires people to be polite, the answer is no.
Generally soliciting requires a permit in most states and cities. If they are soliciting money on a corner it is panhandling and is illegal.
If they are door to door soliciting and are part of a company then you can file a complaint with said company and with the appropriate regulating agency of the government. If they do not have a license to solicit have evidence of said activity and they can and will be penalized.
If they are a panhandler then call the police and file charges as they are breaking more than a single law.
No matter which good luck but yes there are remedies for this bad behavior.
Kazma, are you in England somewhere? Here in the United States if you need to file a complaint against a solicitor, you contact that state’s Bar association. I think in the UK you contact the Solicitors Regulation Authority, but their website is down right now so I can’t tell for certain.
